Q: Is there latex in this tape?

There is no latex in the T-5000 Tape. It consists of a nylon jersey backer onto which is laminated a waterproof film layer (PU based) and a specially developed hot melt adhesive. The tape has good stretch properties and is mainly used on jersey laminated compressed rubber sponge neoprene material - for the the production of wet-suits, dry suits, waders, canoe clothing etc. It is recognized as the industry standard. Q: How is this on very high-stretch surfing wetsuits to weld the sewn seams? It would have to be extraordinarily stretchy with this class of neoprene.

It is stretchy. Although, I think you would need multiple strips to seal the seams.

Q: Will this tape adhere to neoprene that has been slightly singed by a heat gun

This item is designed to stick to the fabric coverings on the Neoprene. I would guess that this would still stick to the Neoprene, as long as there is still a good surface for it to stick to.
