Q: If the 1.96" LA is used where only 1.3" of travel is needed, is there a way to stop travel at a certain point?

The actuator moves when you apply voltage to the motor and stops when you either remove the voltage or you hit one of the end stops. So, if you want it to stop before the 1.96" end stop, you need to control when you remove the motor voltage. If you are controlling the actuator with something like an Arduino and h-bridge driver, then you can set up a timer that controls when to remove the drive voltage. Note that this is dead-reckoned as there are no feedback encoders on the actuator to read position information. You could add you're own external limit switch and when the actuator hits that point, turn off the motor voltage.
