The collar and remote can be plugged into the wall to charge.

Q: My dog has gone deaf, and the lowest setting still scares her. Is there a model for toy breeds that has lighter vibration?

I would say, that first response is good to work with as a deterrent for danger. They are not getting hurt, just startled. Try wearing the collar looser so the receiver is hanging off the neck or maybe wrap the receiver with thin plastic foam to attenuate the vibration. Remember to give a positive reward for the response.

Q: Do you have to use the collar that comes with the device?

If your referring to the the strapping, then Yes. The remote is built into the strapping but I suppose you could rig it into another strapping if you are crafty enough although the remote might be a bit bulky to do so.

It might be to big for your dog
