Do I need other parts with the pum or it is all set? I want to mount it on rain barrel

This is just the pump body and working parts: You will need a pipe to reach the near bottom of your barrel, a foot valve with a particle screen and possibly a reducer between the pump and pipe. Amazon and the local home stores sell these parts.

how many feet head will it pump and with what size diameter pipe?

The pump is rated to pump 25 vertical feet , I used 1 1/4 galv. steel pipe driven about 24ft.

Can it be set up to have the handle at 3 o'clock and the spout at 6 o'clock?

In most cities, the pressure in your water comes from "gravity", as the water is usually up in a tower or a tank up the side of a hill. Even without any sort of power, the water is still going to have all that gravity-created pressure as it's coming _down_ the pipes to your house.
