Q: Can I wrap a muffler with this as my heat shield is falling off ?

id say it depends. I would recommend proper ventilation or a gap for flow between the shield and muffler. My cats cooked a pair before at the track.

Q: Can I wrap these on my motorcycle mufflers and then have saddle bags on them? When riding on a long trip will they burn the bag?

I used this directly on the headers of my big block chevy to shield my fuel and battery lines. This should be just fine against the motorcycle mufflers.
