Q: Will this hold a 32 oz nalgene bottle?

It holds 48oz Nalgene bottle too. I have one on each side of my assault pack.

Q: The description says the elastic bottle holder is adjustable. Does this mean its just elastic or is it truly adjustable? How?

I have three of these and they are the best water bottle retention holders I have owned. Excellent quality. The lower band is adjustable with a Velcro interface of two straps. The upper elastic band keeps the bottle snug and prevents any flopping or falling out. I use these with stainless bottles that have a wider bottom with a narrower neck, and it is just perfect. Absolutely zero complaints

Q: Has anyone used this to carry bear spray?

I use this for disposable type water bottles. It works well but the bottle does shift a bit (never has fell out). I have never carried bear spray but, I think I'd lean more toward the holder with double circumference straps (such as Rothco Lightweight MOLLE Bottle Carrier); I believe it would be a more secure holster and the extra strap wouldn't add much weight.

Q: For those who use this on a belt, how well does the snap hold? Some reviewers have complained about it coming unsnapped easily.

Having used this water bottle carrier some, I would say it’s hard to unsnap this provided you attached it correctly. The back of this carrier is MOLLE. Meaning the strap has to “basket weave” to the bottom for it to snap together. If it is woven correctly it is very stable and won’t come loose. If you don’t weave it, and just snap it together, I’m sure the weight of the bottle will break the snap open. I have four of these things. I have 2 black ones that I use on the shoulder straps of a Camelbak backpack. And I have 2 multicam, camouflaged ones that I use on the back panel of a big Army backpack. These have never unsnapped on me. I always weave these smartly where it makes sense to have these. In the Army, if you truly didn’t want a snap to let go, we would tape it with a 1” wide strip of 100 MPH tape, 3-5 wraps of tape to prevent a snap from opening up. But I’ve never had to do that with these. Good luck!
