Can chocolate chips be used as effectively as wafers?

Ghirardelli 60% Dark chips and the Dark Melting Wafers are both excellent products. But, the melting chips contain oil that encourages melting for dipping at a lower temperature. i.e. chocolate chip cookies vs. cookies dipped in chocolate!

What percentage of dark is this?

It does not say anywhere on the package the percentage of dark. It has, sugar, partially hydrogenated palm kernel and palm oils, nonfat dry milk, cocoa-processed with alkali, cocoa, glyceryl, lacto esters, soy lecithin and salt.
