Q: Does this come with a fill dish and hoses?

It did not. There are Pre-threaded spots you can puncture out on both ends top and bottom to use as you see fit, but no fittings with it. You can buy them at Lowe’s or Home Depot.

Q: Is this used as a back up fresh water tank?

Yes. Using one for fresh water and one for gray water.

Q: Is it a perfect 13” wide?

I am pretty sure that the dimensions indicated by the supplier are accurate.

Q: Is there way to setup Water sensor level?

No I just fill it to just below the top circles or it’ll leak
