Q: Would these be good for moss/algae covered river rocks and boat ramps?

I don't see why not. They are simply slide on cleats. As you would wear playing football, or golf.

Q: Will the large fit over a size 10-1/2 hiking boot, or should I get the xtra large?

We bought these for my 30 + son who hikes a lot. I asked him your question. He said the large should be the size you’d need for a size 10 and a half boot.

They weren’t the greatest in snow. They’d slip off our shoes and the pegs would come off (lost quite a few) because they’re removable. Not sure how’s they’d do on rocks and ramps. I’d splurge on some good hiking shoes or water shoes with plenty of tread. That might be enough.

Q: Will these work on dirt trails without snow?

I believe they would work on dirt. The spikes should be just long enough to give you the stability you are looking for.
