What is the maximum amount of weight this backpack can carry before it starts to fall apart? Thanks.

I haven't risked testing it to breakage, but I've placed 5kg neoprene dumbbell, and two 5kg weight plates inside so far and it holds them very well. I suspect it can take another 10kg without issue, depending on what weights and where I put them.

Just bought this item, happy with it but curious to know what the velcro badge is i got that came with it. Its and eagle with a pitchfork and anchor?

I have the same "badge" i have no idea what it is. I tried to look it up, it maybe the US navy symbol, it looks like that a little.

Will it fit 17.3 inch laptop?

I doubt it. I have a17+" laptop and use a laptop bag for it. I don't take my laptop trekking, but I suspect you need a bigger bag than this.
