Q: Can you put rust-oleum dry erase paint over top of this?

I did, magnets would not attract to the wall. Had to use twice as much of the dry erase paint as it called for.

Q: Some have mentioned the rough texture, or "goopiness", clumps, and/or drips. Can this be sanded to smooth between the many coats, and not affect it?

It does have a texture. I would not say it was rough. I did not have any goopiness, clumps and drips. I am not sure if you can sand it or not.

Q: How long should I wait for the paint to dry(4 coats), so I can paint it over with the chalkboard paint?

One layer could be about 30-45 minutes. It won’t do 4 layers on a large surface. You’ll need more
