Port 3 and 4 are regular switch ports.

Q: Can I use this to add ports, like an always on hub? What I have has a AC adapter that always falls off the power strip.

No software is needed for the device. It is plug and play.

Q: For voip traffic does it mirror both send and receive traffic? i have a throwing star network tap and that only mirrors the send traffic.

Yes, the monitor port (port 5) outputs a copy of inline traffic in both directions (send and receive). DCSW-1005 can be used for VoIP recording and related applications.
