As with most items unfortunately they are made in China.

Is there any documentation these are really made of food grade silicone and are bpa free? the box and cups do not say any of that.

I don't know the answer. They are from China so your guess is as good as mine. Since I don't eat poached eggs often, I don't worry about it. If you eat them every day you may want to look for one that specifically says BPA free.

Can these be used for scrambled eggs, like egg bites?

The best use is for poached eggs since the cup keeps the egg intact. For scrambled eggs or egg bites. you would use beaten eggs so not the best tool for that.
