Not a liquid liner which I prefer. You need to pull it along to line your upper eyes. I am going to try it underneath my eyes for a more softer subtle look. I gave it a 4 star rating only because I like liquid liner better.

my eye lids sweat and I get hot easily so my eyes were black and not the way I applied the make up!

Unsure if this RIMMEL colbalt blue eyeliner is new?
The original packaging was good and arrived quickly. Just not sure if this item is brand new. I ordered one RIMMEL cobalt blue eyeliner. The interior packaging was ripped open and reads Quantity: 3 pcs. Because the eyeliner lid is not sealed and the packaging was ripped open, I question if this eyeliner is actually new. It's hard to tell.
