I’d say yes. I’m a 7 1/4 fitted hat and this fits fine with zero restriction or squeeze.

It will be too snug. I wear a 7 5/8 sized fitted hat and I shave my head. It feels snug(which I prefer) and it covers 3/4 of my ears. If it was available in a bigger size then it’s a different story. I hope this helps.
