Q: What's with the write-up? These straps have "16 total compartments?! They have 21 liter capacity?!

The writemup is for one of their bags the product description a quarter way down the page tells you about the straps. The have no pouch or hydration carrier to them as they are straps, and really I would read the reveiws before being hasty about purchase, or better yet you could just critique the page for the ammusment of it

Q: Could these work as sternum straps?

Yes. But only if your shoulder straps have PALS webbing. You then simply hook the Tier System onto it via the system's C-clips.

Q: Are there four straps in this package?

Yes - have ordered this twice and both times there were 4 straps included in the package

Q: Can these be used as additional compression straps on 5-11 Rush 24?

Yes they work great as additional compression straps! --- I bought two (2) sets --- 1 for my Rush 12 and another for my Rush 24.
