Each is factory sealed with a plastic shrink band around them, then the set is sealed in a clear polybag.

Anybody tried using it over regular lipstick?

No I haven't. However I'm not sure it would work over lipstick without smearing it. It is very thick. I only use it at night before going to bed. I have used it for years and love it.
