You place a few drops on the lens. Rub it in with your fingers and rinse the lens clean with water.

Hello. The anti-fog has to apply to the lenses before diving or swimming. Apply it over the lenses and use your clean finger to spread out the solution on the entire surface of the lenses. Wait some seconds and after rinse a little with water. Then you can wear the swim goggles and start to swim. See the video in the detail page for more information.
