I have a ptr91 classic and am not sure how to put this on exactly without scratching it if anyone could help it would be highly appreciated

It is hard to avoid any wear off of the blue even if this claw mount is being put on gently with steady hands. I compensate such blue wear by using a gun blue pen on my GSG STG-44. There is no scratch into the gun metal. Hope this helps.

Does this still let you use your iron sights without removing it?

I have the GSG STG-44, the UTG 2nd Gen HK STANAG Steel Claw is a perfect fit for the GSG STG-44 (can see my review about the fit on a GSG STG-44), you can add the UTG 2nd Gen HK STANAG Steel Claw to the GSG STG-44 without having to remove your iron sights but the iron sights are then not usable, no clear sighting path for the iron sights
