Q: Anyone use this for hives?

I would not use it on hives just because it is greasy and thick. It's purpose is to soothe dry skin

Q: Should the jar have a safety seal? I took the cap off to find no safety seal and what looks like a finger mark on the balm.

None of mine have had a safety seal- but the product was smooth and untouched.
