Is this is just for making the broth? I will need to add seaweed and tofu to the broth?

This is just for the broth. You can add a lot of different vegetables. Seaweed is the best but I love fresh baby spinach and chopped green onions in mine.

does it need to be refridgerated?

I don't know if it "needs" to be refrigerated after opening. The packaging does say from when I looked. But I do/would.

Can this be used to marinate fish?

I've never used it for that, but I don't see a reason why it couldn't. It is salty.
