Yes they are reusable, have had mine for many years, usually use it for putting out sandwiches or different breads at a meal time. I personally have never put it in a dishwasher.

Would it be large enough to hold a teapot,milk and sugar

No very small, I made it into trinket tray, just big enough for loose change, or some jewellery, tea pot would be to big, not big enough even for 2 mugs.

They are big enough to hold a cup of tea and a couple biscuits, but not much else.
