Do these lock closed or only open?

The don't lock closed however they don't open up on their own either. They stay securely closed until physically opened.

Are the blades made of steel?

I can't say for sure that they are steel, but I did go look at them. To my surprise they are made in the USA. It says HART for the name of the company, they look to be steel and are double pointed blades. They appear to be steel and they are super sharp.
