It goes to sleep if engine is not running. Read on AEM website, it has a full info on how it works

Q: Will this work on a 2000 bmw e39 5 series?

It will not unfortunately. The CAN protocol that this gauge operates on was not made standard across OEMs until 2008

Q: Does this include the white faceplate?
