Q: will this make my electricity bill go up significantly?

No more than any other type of fan in your house

Q: Does it come with pre-filter?

Yes it does..cloth like fabric that wraps around metal carbon filter cage!!

Q: How do you clean this? Used mine for 1 season, realized not much air coming out, washed prefilter, not much better, now just sits on workbench.

Once its plugged it's done. Read that city water in a humidifier and carbon filter is bad. Too much mineral deposits in the air can plug up cabin filter. I only use it when needed

Q: Will the 6 inc be to much for my 36×36×71 grow tent

The velocity will not be to much for your tent. The fan speed can be controlled and a damper may be installed inline to make any adjustments required. I have one on a 3’x3’ tent and a 4’x 4’ tent running wide open on both, no problem.
