Do they make these with threads on the entire shaft ?

Not the ones I received. Threads are only on the bottom.

Are these compatible with the Monfrotto 200PL tripod plate?

They worked with my old Manfrotto tripod. And they worked with my other tripods that aren't Manfrotto. As far as your 200PL, I don't have that one, so I couldn't tell you. Sorry. It's the basic size that fits most tripods, that's all I can say.

Do they fit leica q2?

I really do not know. I bought them to use on my tripod foot. They were too wide at the thread and I could not use them. The non-threaded part was just the right diameter.
