Q: How can you switch from 3.3v to 5v operation?

The CP2120 has output pins for both 5V and 3.3V. You just choose which to use with your device. There are no jumpers or switches to change.

Q: Can this configure a lilypad. I see it only has a blue light now but sometimes blue and red. is something wrong with it. Is there a online manual?

No manual i know of. But i never looked to be honest. I used this to connect the display to a raspberry pi 3 and a dvmega. The light only told me ot was powered. Good luck with you project
