it says it's for "bumpy skin". Has Anyone had luck with this product for that problem?

Yes! It’s AMAZING. I got it on accident I meant to get the body wash I heard it’s really good, then I ended up using it. And it is the best product I got for my skin. 10/10.

Will this get rid of the the red dots on upper arms or just the bumps?

Those spots and bumps are caused by blocked hair follicles. It’s called keratosis pilaris. The ammonium lactate is a treatment for the condition and should help but there are other treatments for the condition like urea if moisturizers don’t help. It should help though. I tried this because my sister had it and it I saw a difference almost right away!
