How do I know what the spf is when making suntan lotion?

That depends on how much you add to your lotion. My understanding is that if you want an SPF of 20+, you need to use 25% of the weight of your initial amount of lotion. That is if you use 8 oz of lotion, you would need to add 2 oz of zinc oxide to get an SPF of 20 or so. That is my understanding. I mostly use this product for diaper cream. Oh, also zinc oxide shouldn't be ingested so when working with it, make sure not to inhale it.

Has the zinc oxide assay tested for heavy metals?

This zinc has been tested and it's USP Pharmaceutical Grade, it is the purest form available.

Does this come with very specific instructions? And clear safety info? A respirator should be worn when using this.

I have been seeing warnings about working with this in powder form without the proper mask...I too, would like some specific information on how to work with this safely.

Safe for lips in gloss and balms?

I used it in baby diaper cream, but I think it would work great for sunscreen or balms. I don't know that I would put it on my lips, but that is your choice. It is really great product though.
