What is the official response to this product containing arsenic beyond FDA permissible limits?

I don't know what their official response would be now. I do know that there is an organized hate campaign against this product and many other supplements, directed by Environmental Research Center who sued hundreds of supplement companies from 2011 to 2019 based on Prop 65 in California. And now any product that is sold in CA has that warning on it, whether the toxic was found in it or not. Concentrace (before it was reformulated) was sued in 2014 and settled with ERC. In my opinion it's one of many victims of this blackmail campaign due to a very badly written law. The spirit of the law is now defeated by the letter of the law. All a company has to do now, is put that warning on their products, and they're OK. And all customers pretty much ignore it because they know what a joke Prop 65 is. Spend some time doing enough research to find the court case and read the documents, it's all online for free in California's court documents, anyone can read it.

this product contains fluoride; is this some kind of different and safe form from what's in the tap?

This product contains fluoride, but in such a small concentration that the total amount you'll be getting is insignificant. Fluoride content in US tap water is kept at a concentration of around 1 ppm, which is equivalent to 1 mg / L. This means that if you drink 2 L of tap water daily (i.e. 8 cups), you are getting 2 mg of fluoride. In contrast, the fluoride concentration of ConcenTrace is 4 mg / L. Wait... isn't this more than the fluoride concentration in tap water, you ask? It is. However, you won't be drinking 8 cups of this stuff per day. If you take the suggested 1/2 of a teaspoon per day, you would only be getting 10 ug (micrograms) of fluoride, which is 200 times less than the 2 mg you would be getting from 8 cups of tap water.

Is this vendor still covering the expiration date with a label? (or otherwise obscuring it.)

My bottle has a 'Best By' on the paper label that is blank. A date stamped on the plastic bottle just below that reads 03/20 (5 years out). 'Best By' dates are not 'Expiration' Dates. 'Best By' indicates when the qualities of flavor, color, and consistency may begin to diminish, and has no relation to product safety. Considering that this product is essentially concentrated mineral water and is several thousand years old before it is even put in the bottle, I am not going to get too worked up over the 'Best By' date even if it is obscured by another label.
