is it "comfortable enough" to sit on for an hour?

I’m 55 years old , but when my kids were little I would sit on the toilet for an hour or more just to get some piece and quite !! ... but now I don’t think I could get up! Especially on a 5 gallon bucket.

Does the lid latch in case the bucket is bumped or, heaven forbid knocked over?

Yes it does. The lid also works on regular five gallon buckets in case the first one flies out the back of your truck...like mine did. But if you use a different five, you will probably have to saw off the strengthening rim around the side. Overall the lid goes on well and basically snaps into place. We always have cat litter in it for absorbance. Don't fill it too full. We only use it for one night. It was a good buy and worth the money

Does the plastic bag go over the seat or under?

Under. We've been using regular kitchen bags with 3 scoops of cat litter. This thing is awesome! 4th July weekend our campsite was not close to the bathroom and it came in handy. We bought a popup privacy tent on Amazon and the Luggable Loo fits inside perfectly...instant privacy!

How and where do you dispose of the bag when it is full?

First of all, I wouldn't wait until the bag was actually FULL, because that's disgusting. As for where you can safety discard your bag o' poo, that rather depends on where you are. Presumably, your carefully sealed bag can be discarded along with / in the same place as your other garbage.
