Q: are you suppose to rinse the cartridge before putting it into the filter?

You are supposed to and I often do, either quick in the sink (chlorine in tapwater will nat harm it in any way in the slightes, except that 1/100 of the carbon might absorbe some chlorine, right, like it is supposed to do FOR WEEKS, not 30 secs. Next, there were a few "carbon Powders" available, they probably make carbon in every size you can think of from dust to huge blocks. So I sometimes don't rinse my pad if I am in a hurry (tank maintenance business) and think "carbon powder was good enough back then" and it didn't hurt anything (that I know of).

Q: Whats the actual measurement of the filter? Size from top to bottom, from side to side, I know what power filters it fits, but I need the measurements

I would think it would be to long for that filter. But i am notpositive about my answer. Probly 95% positive the answer would be no, i have a filter on a smaller tank that i think has this filter system you are talking about and when i compare the two it would stick up out of filter so lid would definatly not go on it.
