No, because it's used for the dry scalp and straighting thicker hair with a hot comb.Mostly used by the Black community.

what are the ingredients and can women use this?

It literally grease, a woman could use it if she wants a heavy weight down look. Its pretty thick and greasy!

Is this water repellant?

My experience is that this product holds up fairly well in water, but upon shampooing can be easily washed out.
