No it uses lorawan. You may need to purchase a lorawan gateway separately for it to work

No, that would not be possible. The LoRaWAN is only suitable for VE.Direct products.

I have a victron mttp charger. Will this send same info as it would through bluetooth? Will I use the same app to connect to it?

Yes, but only the data can be viewed. Settings cannot be made. The display is via the VRM portal.
