If you do things right, never. Doing things right means you have to use a bit of chlorine in the water for storage and ideally dump and refill once or twice a year. If you're like me and live in a relatively dry area, you don't want to waste water. So you can use it to fill your toilet tank after flushing. Depending on how fast you pour, that's 5-10 flushes. And then you're not wasting a drop. You'll also want to put these in a fairly shaded spot, ideally indoors like a garage. That protects the plastic from UV and means there's no light for any algae to use to grow. If you can do all of that, these will last decades.

Yes, the composition might be different. These should only be used for storing and dispensing drinkable fluids (water, water with lemonade or iced tea mix, etc.). Gasoline, kerosene, and other chemicals are stored in specific containers which are designed not to react with or be degraded by the substance. It is dangerous and against fire/hazmat codes to transport these substances in unsuitable containers. Likewise, for food safety reasons, it is inadvisable to store water in any vessel not made of safe materials, or those that might have chemical residue.
