No it is not 12 volt DC or electric. It has no fan attached to it. The exhaust fan over stove will open the flap and let out the heat from stove. Make sure to open tabs on the outside holding down the flap so it will open when fan is running.

Does this come in black?

You may have to ask who ever you are ordering from or just paint it black.
