Are these bands 10 or 12 inches unstretched?

these are 10 inches unstreched.

it is my imagination or is the blue (heavy) band in this set heavier than the red (heavy) band in your other set? not complainin'--just curious? ;-)

In my set the blue is heavy and the orange is extra heavy. The orange one definitely has mor tendon than the blue one.

Are these bands waterproof?

They are rubber like a rubber band. I have never put them in water.

Are these latex free?

Leaflet says to keep away from person allergic to latex.....apparently NOT latex free
