They are exactly what the description says. A 4 inch by 4 inch square of Velcro that I put my patches on.

It does the job, but if you're looking for a sturdy patch panel, this isn't it. This is pretty thin nylon with hook & loop nylon straps to weave into your gear's webbing. It is very lightweight, and if that's what you need, it's probably the lightest panel you're going to find.However, the most annoying issue with this patch panel is that the straps have been attached such that you cannot weave them in consecutive slots in your webbing; that is you have to leave an empty slot in between them, which makes it near impossible to center this panel on your webbing and ends up taking up three slots instead of the two it should be taking up. Meanwhile, there is a competing product that is less than half the price that is a lot stiffer, has sturdier clips, and only takes up two slots. Hard to see the value.So, I'll give it two stars for being suitable for a specific application, but otherwise, there are better products to be had if you look.

Poor quality. Paper thin. Sloppily made. The Velcro tabs aren’t even sewn on straight or aligned with the opposite side.

Velcro stuff sticks to it. It’s like magic.
