Would these expand enough to stretch boots with boot stretch spray?

These are not particularly adjustable. The shank in between each side is one length with adjustability only by shimmying the 2 sides around so I'd say no to your question. Check the Ariat's, they are plastic but I find they are adjustable and provide more stretch while these I use simply to hold the shape.

How wide are these when fully extended?

The metal toggle between each piece can expand to both women's and men's boots. I do not know if they extend to a wide calf boot; I use them in my snow boots even when they're unlaced and they still serve valuable functions: ho because they're cedar, they provide freshness, and ensure that boots stay upright, which lessens the wear and creasing that may occur around the ankles. In short, if you have boots (not including ankle boots), these are a very wise investment!
