This states there is no propylene glycol as a selling point then it's listed as the first ingredient. Which one is it?

I googled in more detail and here is what I found. There are two forms of Propanediol which is listed as the first ingredient of the product. The first form, propylene glycol, is hazardous. The second form, Propanediol (same name), is not. Those two form are different in chemical properties and, hence, have different effects. (See detail below.) I am not sure which one is used in this product. Just wanted to point out that it is possible the product used the second form of Propanediol and may not be hazardous. However, the Agency for Toxic Substances and Disease Registry disputes the level of toxicity and says "propylene glycol rarely causes toxic effects, and then only under very unusual circumstances." This is probably due to the fact that propylene glycol is generally used in low concentrations and very few people being sensitive to it at such concentration. Despite this the FDA has it approved for general use under the number E1520 and can be used in cosmetics according to limitations in concentration (Cosmetics Database). This concentration currently stands at <50% according to the Cosmetics Ingredients Review, although research has shown that the body can be sensitive to the ingredient at levels as low as 2%. The Cosmetics Ingredient Review has shown that propylene glycol inhibits collagen contraction. As of yet there has not been enough research conducted to be able to determine whether propylene glycol is carcinogenic (Safety Assessment of Propylene Glycol). 1,3-propanediol is considered to be of low hazard to bodily health by the Cosmetics Database. The National Library of Medicine classifies this ingredient as a skin and eye irritant and study has shown that inhalation of the compound as an aerosol poses no significant risk (Informa Healthcare).

I don't know about the clothes but it left my underarms sticky and it didn't dry fast. I wiped it off and threw it away.

Yes, it does say no phthalates. Does that make it natural? I cannot say. But what I can tell you is that I have used Jason underarm deodorant for years, perhaps ten or more, and it is the only brand I have found which does not cause a rash. My wife, who also has sensitive skin, uses this deodorant and and says she is pleased with it.
