Are these holders durable enough to support a laminated 8.5x11 sheet of paper?

I don't think so. They would be top heavy and probably fall over. They would probably work with a half sheet. What about the clear plastic stand up frames?

Are numbers 1-24 included with 24 stands?

I purchased the 12 set and the numbers were included.
