Q: Does it have a motor cutoff for e bike?

They do not. I know this because I ordered them and returned them. The ones that have cutoff are MT5e.

Q: Is the safty ebrake a 3 pin connector?

Hey Kevin, this does not have a 2 pin connector. Do not spread misinformation. It causes people to buy the wrong things. Two or three pin connector is referring to the electronic shutoff for E bikes. It does not have and electronic shutoff hookup of any kind.

Q: Is this a set? Front and rear?

No, it is only one with extremely long hose so it can be used in either location and then hose shortened. It comes with the hardware to shorten the hose.

Depends on the bike, most likely close to motor. Mine was behind the skid plate
