Can the shelf in the open area be set at a different height? I'd like to keep a 5-gallon bucket under there.

I don’t believe it can….however you may be able to remove the supports and reattach them to a different height. Also, beware … the instructions for this unit are not written well and the pieces aren’t lettered or numbered. My unit was missing a bottom support for the lower shelf. I ended up modifying it myself and getting a partial credit…

How tall is the work surface?

From the floor to the top of the work surface in 34.5 inches. From the floor to the top of the back of the bench is about 57.5 inches. I am very satisfied with the potting bench.

What is the tabletop made of? Is it a wood or metal finish?

It’s wrapped in a thin sheet of stainless steel. Not sure what the core is but some sort of soft wood.
