yes I think they are - they contain maltodextrin from maize but that is classed as gluten free as the processing removes the protein..

Would this help me to pass a bleep test?

If you mean dilute the content in water, definitely not. Get a tub of tablets instead. If you mean submerge them in water while swimming, should be fine as they sealed. Opening them and drinking might not be easy while swimming though
