does this have a flashing mode?

This work light has 2 lighting modes. Mode 1 is the 3 led. Mode 2 is the 24 led.

Will the be ok if i leave them on my porch in the winter?

If your porch is protected and your winters are not freezing, I would say yes. If you have freezing weather for long periods, I would think your batteries would weaken. I do not know that for sure. They are not that expensive.

Need to hang on a shower rod in a bathroom. It will not be hit directly by water but may get splashed and it would be steamy for awhile. Will it work?

They are not water proof but they are semi water resistant. I don't think that you will have an issue. Even if it only works for a year, they are cheap enough to replace. I have them placed in many places for power outages. Love having one magnetized to my fridges. I think you will be fine with it hanging on your shower rod and receiving a little water.

will this work to light up a license plate on a trailer?

The lights work well but using it to light up a license plate might be difficult to secure it the trailer. The magnet will not hold it to the trailer.
