Indelibly imprinted in my memory from childhood
How effective are Cuisenaire Rods for learning basic arithmetical operations? Answer; extremely in my case. I was introduced to them as a child entering primary school in the early 1960s. I quickly learned from them and, believe it or not, I still associate numbers from 1 to 10 with the colours of those rods; that’s after nearly 60 years. Since my career was in physics, a mathematical science, one could say that these rods were a great success.

Cuisenaire rods
Cuisenaire rods were designed to teach mathematics, but we were shown how to use them to teach English as a second language.I'm still in a first phase where I'm getting familiar with them, and I'm enjoying that extremely, and so are my students, even adult ones! At the moment, I use them as a silent approval : when my students give a "right" answer, they get one rod; when their answer is not what I expected, they don't get anything, and I don't say a word until they give the right answer and get their rod.There are lots of other uses of course, some of which are obvious : comparatives (the rods are different sizes and colours), superlatives, word stress; and others less obvious, that you will have to find for yourselves !
