Can I purchase this kit without the jetson Nano?

No, I does not run without the Jetson Nano. Also, this kit raj on the A0 version of the Jetson Nano. You can not easily find the AO version and the B0 version is all you can buy. It does not work with the B0 version with out a lot of custom configuration which I have yet to accomplish.

Do the motors have encoders?

The waveform kit has a separate control board that connects to the motors. As best I can tell, the motors do not have encoders. After assembling the racer I found that the Jetson Nano version B01 is not compatible with the original Image created for the racer based on the A01 version of the Jetson Nano. The image you download from wave form or git hub will not even boot a B01 Jetson Nano. I have been trying to follow the suggestions on Jetson Nano Q/A to rebuild all of the software from scratch, but have been unable to successfully do it as I am in experienced with all of the programs required and the Jetson Nano. Watch out for this if you do not have an A01 version of the Jetson Nano.
