Does the color go all the way through or is it just on the surface?

I've never cut it open, but it's very sturdy & well-made so I believe the color goes all the way through.

Why does this have the Prop 65 warning?

I don’t know as many products that use certain colors or chemicals in their product oftentimes put this to protect themselves.

Can this be cut it it is too long?

I would think so. It is just foam.
