Are these a universal size and fit all door handles? looking for a upvc front door.

These circlips fit the vast majority of internal door handles. Very, very rarely a smaller size is used. This size of circlip is also used in external UPVC handles and we have not come across any other sizes being used, but we can't guarantee that other sizes haven't been used by some manufacturers. Full dimensions of the circlip are given in the listing, so you should be able to either measure the shaft or the old circlip to check the size required.

what is dia of the 2 small holes in the circlip? I also need to buy circlip pliers, and they come in different sizes depending on this hole size.

The holes are slightly over 1mm diameter and the 'hole centres' are 5mm apart. A Silverline 160mm 5 piece circlip plier set will do the job fine and will probably come in useful for other future uses.
