What is the conversion efficiency? In other words, how much power is lost through the cable?

The cable is not “active” so the cable does not convert power. It only tells the pd power supply that it needs the voltage it uses, the pd power supply then outputs the desired voltage. The conversion efficiency is in your pd power supply, which should be good since its converting from mains to the desired voltage, not mains to 5v then boost converting to 19v, etc. What the other responder is saying, you can calculate the loss in copper of this cable, but that is effectively nothing at this length.
